Verdict:
Goliath is the only one here who has the access to long range, but because it's electricity it doesn't mean much to those who use electricity as a weapon. Goliath is able to use his jumping as a weapon, so he should be able to get them by surprise. Gabara's main weapon is also his main source of attack, so losing it is rather problematic for him. King Kong getting both rejuvenated and stronger does him huge favors and problems for his opposition. The jumping could get tricky to time when he can catch Goliath, but I'm pretty sure Showa Kong has got this in the end...

Electricity also boosts Kong’s physicals in addition to the obvious boon of shocking enemies, so he already has an immediate advantage.
Add onto that the fact that Gabara got ragdolled by a Godzilla roughly equivalent to the one that Charged Kong could fight on an even playing field, I believe that Showa Godzilla perpetually gets stronger throughout the series but in the 60s there isn’t enough of a boost for me to say that he’d be able to treat Charged Kong how he treats Gabara.
Goliath meanwhile is generally quite slow, his only feats are bullying a child who had never seen combat, and reacting very poorly to a beam weaker than what Minilla can output.

Kong easily wins this one. He has better strength and fighting skill, as well as the ability to feed on electricity and use it in combat. As others have said, Gabara and Goliath are not a threat to kaiju of their own size and power.
