A meteor shower seen over Japan begins to slow in its descent toward earth. As it lands, the meteor turns out to be an organic life-form. The being takes root in the nearby city, causing root-like vegetation and mounting casualties. Both the Sapporo Science Center and the military try to learn about the unexplained occurrences. They hypothesize that the roots, now forming a flower-like plant, are getting ready to seed. This would result in a nuclear-level explosion which would propel the seeds into space. Thankfully, before this can occur, Gamera arrives. The Guardian of the Universe destroys the flower-like base. This raises the ire of the plant's defenders, creatures called Symbiotic Legion, who launch an attack. An injured Gamera then flies away, sending the smaller Symbiotic Legion swarming in a scattered state. The creatures next move to the center of Sapporo, rooting another giant flower-like base. Gamera arrives once more to thwart their plans, but is confronted by Legion, the gigantic queen of the alien race.
