I don't know the exact location of Godzilla but Togera isn't too far away from where he was headed before Lizzie attacked. The jets he was following are supposed to be going over to Osaka. Yes, I'm pretty sure the JSDF have their own aircrafts but maybe they needed help overseas like in Shin Godzilla?
