Rules:
Controller X has a laser gun as seen in the Xiliens final fight.
Deadpool has his Katanas and Desert Eagles Handguns.
Knockout is available for victory

Verdict:
Controller X has fewer weapons, but his speed, power, and reflexes makes that rather moot. Aforementioned abilities should make him on par with the Merc with a Mouth at close range. Deadpool does have regeneration working for him, so he should be able to keep up. Controller X doesn't use lasers, so it's possible Deadpool is the better shot between them. Controller X is pretty tough cookie, but Deadpool can likely outlast him.

The Regulator should be fully capable of demolishing Deadpool in melee, he displays greater speed and strength. He can’t kill Deadpool, but once it gets to melee (which it likely will, the Desert Eagles aren’t going to be the most helpful against someone with telekinesis shown to be capable of blocking a laser), Deadpool can’t do much.

Unless Deadpool just gains access to plot armor by making himself a Keizer, I’d say the Xilien Controller has this in the bag.
