Verdict:
From what little I've seen of Zeruel, I can tell he's a city busting power house with a hyper durable AT Field who's vicious and brutal. However, Vict Lugiel also has impressive firepower, so I have to abstain.

I have to go with Zeruel. Even the Victorium Cannon will be hardpressed to get through Zeruel’s AT Field and put down the Angel, while the rest of Vict Lugiel’s attacks aren’t gonna do a whole lot. Meanwhile Zeruel’s own attacks can tear through numerous layers of earth and steel with casual shots while ripping a large city apart (which is about on the same level at least as the Victorium Cannon blowing up a mountain, and this is something Zeruel can spam), and that’s not even accounting for the charged version of the eye blast that can shear off Eva-01’s arm without issue. The tendrils are also gonna prove to be devastating.

Zuruel is a brutal fighter, and he’s shown that his brute strength and tear opponents apart. Going with Zuruel, he can take what VL can dish out.
