In Ghidorah the Three Headed Monster (his best Showa appearance don't @ me) Ghidorah is not under mind control and despite being an alien creature MV Ghidorah still kowtows to the ORCA's bleep bloops so he's like halfway there

The ORCA never controlled Ghidorah, it distracted him. In fact Ghidorah was pissed the ORCA was quelling the Titans fury so he personally flew over to smash it to prevent it from being a thorn in its side for world domination.
Showa Ghidorah meanwhile, after its first appearance, was passed around like a blunt to every alien race under the sun. A pawn multiple times over.

Are we comparing characters, or the material that birthed them? And no, I love CGI! I love the dinosaurs from JP, I love Thanos, I adore the Andy Serkis Apes Trilogy, and heck, I love the effects that they put into the MV films. The designs just don’t do it for me, and neither do their “personalities”

I think the MV designs and personalities are right up there, or close too, the Serkis Apes trilogy.
No current modern creature design/personality is doing it better and more in-depth than MV atm.

The eyebrow twitches, the eyelid and cheek movement fluidity, the slightest of expressions. The personalities themselves, evil smiles from Rodan right before he absolutely obliterates a squad of jet fighters, evil laughter from Godzilla after he catches Kong with that atomic blast, the raw angst from Kong whenever he's pissed and confused. Mothra had an unmatched intensity in her few short close ups, Ghidorah's heads each had a personality expressed through their faces.
Even the MUTOs somehow expressed primal love through very little physicality.
It's all currently unmatched.

This was tougher to rank than I thought so I'll put it like this -
Showa is the best, GMK is underrated and I like the idea of the Anime version.
Heisei/Mecha-King Ghidorah, Rebirth of Mothra III and MonsterVerse all sit in the same place.
If they count - The Universal Studios Japan/Godzilla vs. Evangelion design is incredible, the Godzilla the Ride version looks alright.
Not big on the quadruped look but Desghidorah was neat, Monster X/Keizer Ghidorah not so much.

The fact that Ghidorah responds to the ORCA despite being an alien and yet he somehow posses the same bio acoustics as the Hollow Earth-birthed titans always struck me as... odd. The ORCA never explicitly controls any monsters in the movie but it's such an easy way for the writers to get the monsters to do what the plot requires of them. I'm also pretty sure that Ghidorah didn't personally come to destroy the ORCA because he was mad at it for interrupting his plans but more because, y'know, Maddie was using it to lure all the Titans there. Which is also why Emma is able to get him to chase her rather than finish off Godzilla. Sure, it's not mind control... but it might as well be. I just don't really by into the hype of this Ghidorah being the "true king of terror" like people build him up to be. The devil with three heads or whatever. But who knows, maybe similarly to Showa KG, MV KG will be portrayed slightly differently during its next appeara- oh right.

His unleash the Titans scene does more to convey he is a King of Terror than frankly anything we are told about other Ghidorahs. Hell just his appearance he can conjure hurricanes and bring ruin to things around him, he literally is flying death.

I actually really like this idea, I just wish that movie went a little further with the concept.

All of this. As otherwise full of problems as the Monsterverse may be, the CGI animators are clearly doing their damnedest for these monsters, and that deserves applause.
