Super Mechagodzilla
The Heisei Mechagodzilla is far and away the most unbalanced character in the game, boasting incredible damage, great projectile attacks and good energy management. He has no weakness, while moves like the Shoulder Rush and Shock Anchor are truly devastating. Pound for pound, Super Mechagodzilla is the best character in the game.

Moves

Quick Punch (II)

Mechagodzilla's fastest move, where he quickly raises his arm above his head and does a small strike in front of him.

Metal Striker (Hold II)

The mechanical monster fully extends his arm for this attack, as he swings forward to try and land a hit on his opponent.

Low Kick (Down, II)

Mechagodzilla, while ducking, swings with his foot to try and strike his rival with a low blow.

Uppercut (While jumping, II)

A quick midair attack where Mechagodzilla swings upward with his fist. This move is especially noteworthy due to the fact that Mechagodzilla will jump a second time in midair while doing it, making the move, arguably, more effective as a defensive move than offensive.

Kick (While jumping, Down + II)

A simple midair attack where Mechagodzilla swings out with his foot to try and kick his opponent.

Shoulder Rush (Down, Back, II)

Mechagodzilla rushes at his opponent, shoulder at the ready, in an effort to collide with them.

Heel Rush (Down, Back, I)

Mechagodzilla rushes at his opponent, foot extended, in an attempt to collide with them. Even though this move has substantially less range than Shoulder Rush, it does boast the advantage of traveling across the entire screen.

Paralyze Missile (Down, Hold II)

Mechagodzilla launches a Paralyze Missile from his shoulder. Sadly, in contrast to his other energy requiring moves, this one deals very little damage.

Laser Cannon (Down, Forward, II)

Mechagodzilla's eye lights up as he releases a stream of laser blasts, aimed down at a 45 degree angle, in his opponent's direction. The blast has a chance to strike the opponent up to three times.

Mega-Buster Ray (Down, Forward, Down, Forward, II)

Mechagodzilla's mouth ignites with energy as he swings his head as the beam strikes in a 90 degree blow. As expected, the move has substantial reach, although it does not travel across the entire screen.

Garuda Discharge (Up, Back, Forward, II)

Garuda's cannons unleash two blasts in the direction of the opponent. This move can also be done while in midair.

Plasma Grenade (Up, Back, Forward, II)

A latch, located on Mechagodzilla's stomach, opens as all damage from beam projectiles will be prevented as long as II is held. If hit with a beam and II is released, Mechagodzilla will unleash the stored blast, which deals roughly the same amount of damage Mechagodzilla would have received.

Hell Clench (II)

With his opponent held tight, Mechagodzilla starts to slowly grind his metallic elbow, before dropping his foe to the ground. Overall, this is an amazing grab move as it deals great damage and is also incredibly easy to perform, although given the effectiveness of Shock Anchor there is pretty much no reason to use it.

Shock Anchor (Down, Forward, II)

The metallic monster quickly launches its shock anchors, which push its foe. Mechagodzilla then releases an electric current through the anchors, electrocuting his rival several times. Overall, this is unquestionably the most powerful grab move in the game, and the most broken attack as well as it deals around 50% of the total health bar with no cost to energy.
