Opening
Several things should be kept in mind when looking at the list below. The foremost being that this assumes that everything stated by Nintendo Power early in 2007 is still accurate as to the final version, particularly that there are a total of 16 "groupings" and that there are "4 aerial" monsters that will be playable in the game.

Playable

Godzilla

Not apparently modeled after any particular version of the character, seeing as how it boasts both gray dorsal fins and green skin, Godzilla will be one of the title's "ground" characters. 

Gigan

Another ground character, the version of Gigan featured in the handheld game is the one from the Showa era.

Megalon

The Seatopian deity appears as a playable character in the DS version of Godzilla: Unleashed, apparently as a land based monster.

Anguirus

Confirmed as playable back during Nintendo Power's coverage of the game, Anguirus remains, to date, the only selectable character that has not been seen in game.

Mothra

Mothra, in her imago form, appears to be established as one of the title's "aerial" monsters, which look to be typically placed in the upper screen. Given the coloring of the creature, it seems that the deity is being modeled after the Heisei series version.

King Ghidorah

The three-headed monster was seen fighting Moguera in the sky, as the beast appears, unsurprisingly, to be an aerial character in Godzilla Unleashed: Double Smash.

Fire Rodan

Although seen on the lower portion of the screen, it would seem unlikely that Rodan is not in fact an "aerial" monster in the game.

Battra

The Imago form of the Earth guardian was one of the first characters shown off for the game, battling it out in the upper portion of the screen as one of the title's "aerial" monsters.

Enemy (Presumed Unplayable)

Biollante

Seen as a towering beast facing off against both Godzilla and Battra, it seems fairly assured that the creature will not be playable in any form in the DS version of the title. 

Moguera

Showcased fighting with King Ghidorah in the air, the creature is the right size that it's not out of the question that it could be unlockable as a secret... but currently it's assumed that the mech will be taking on an"enemy only" role in the game. 

Hedorah

The Smog Monster, or what appears to be Hedorah in the game, looks to be another abnormally large boss character who the player must face off against. In this case, it appears that the battle can only be waged on the bottom screen. 

Mechagodzilla

Mechagodzilla was cited as an "enemy" character for the title, although to date it's unknown what version of the mechanical monster might be used. 

SpaceGodzilla

The alien monster SpaceGodzilla was mentioned as one of the "enemy" characters of the game, although no screenshots of the creature have emerged for the DS version. 

Ebirah

Mentioned by Nintendo Power as being in the game, it's looking like this might be the only title in the Godzilla: Unleashed "line" to feature the crustacean, as copyright for the console versions make no reference of the beast. 

Role Unknown

Destoroyah

One of the most popular characters created after the Showa series, Destoroyah, unsurprisingly, appears to be slated for a role in the game, probably as a "boss" character.

Orga

The hulking alien monster was included in the game's copyright, so it's assumed that the beast will be showing up in some form for Godzilla Unleashed: Double Smash.

Baragon

The subterranean creature, Baragon, looks to have some type of appearance in the handheld game, probably as an "enemy" character if it turns out there are no secret unlockables in the title.

Megaguirus

Queen of the Meganula swarm, it would appear that Megaguirus shows up in Double Smash in one way or another given her citation in the game's copyright.

Atoragon (Gotengo)

The Gotengo appears to have some type of role in the game, or at least that's the assumption given the copyright. Oddly enough, it cites the name "Atoragon", which is actually the original international title of the 1963 film that has rarely ever been used, and was replaced with Atragon.

Manda

The underwater deity, Manda, was showcased in the game's copyright, indicating that it will be appearing in some form in Double Smash.

Titanosaurus

Titanosaurus, the aquatic dinosaur, appears to have a role in Godzilla Unleashed: Double Smash, likely as an enemy character.

Jet Jaguar

The humanoid mech was cited in legal print for the title, suggesting that it will be showing up in the game. It would be odd to have the creature represented as an "enemy" unit, but it certainly wouldn't be the first time as it had a similar role in the Game Boy title: King of the Monsters, Godzilla.

Mecha-King Ghidorah

Mecha-King Ghidorah was seen in the game's copyright, although its exact role is unknown.

Krystalak

One of Godzilla: Unleashed's original character, the crystal equipped monster looks to have some type of role in the DS version of the game.
