It's part of the "Godzilla vs. Bagan" movie. It's possible that Dogolas are the ones who created Bagan. I always think they look like the Aliens from "Independent Day" (1996) .

It's an obscure game. That's not my fault. I've only heard of it in passing at Toho Kingdom's official site until Gvamp posted the link just now.
