Well, I'd like the story to include at least 8 fights - which means a minimum of 9 monsters. What film has that many monsters? What if you want to play as a different character? If your fights have no impact on the story, how does it remain an interesting element, as opposed to something you just watch once and then skip in frustration?

Another big part of the solution is to put the game out on PC - which means it can be patched at any time. If we release Kaiju Combat: Godzilla, and the color of Godzilla's Atomic Breath is slightly off - I can change it and patch every copy of the game in an hour - fixed. Releasing on consoles means that patches are essentially impossible - without lots of $ and publisher support, at least. Valve decided to not patch TF2 on console, because it was too difficult and expensive. As much as I have faith in myself, I doubt I'd be faster / cheaper / better at patching than Valve.
