As long as the movie is good, the monster has a good design, personality, and is executed well, then I don't see what difference it makes. Baragon is popular in Japan without having to be some supersized, overpowered monster. And I'd say that the '54 Godzilla is superior to Kiryu Godzilla despite being the (seemingly) weaker incarnation - in terms of design, execution, and movie quality.

Admittedly, I also like a number of kaiju because of their power. But I also like a good number of weak kaiju too.

FM-wise, Heisei Mechagodzilla's probably the most powerful but I like him least. Not a fan of the design, he's an uninteresting concept (wow, another weapon for G-Force to attack Godzilla with, haven't seen that before), and he's executed poorly.
