Are we talking about box office ticket sales or quality of films? If the former I can't comment, but if the latter... I disagree. Granted, I haven't seen the majority of either franchise's films, but what I have seen has been much stronger in the Ultra series.

He meant ticket sales. Usually Kamen Rider or Sentai flicks outdo Ultraman films when it comes to ticket sales. I believe it was one of the reasons why Revenge of Belial didn't do so great at the box office plus the fact that it was played at only 169 theaters, I think (Saga is being played in over 300 theaters in Japan).
