The idea of a Showa Era Godzilla would be pretty sick, I also like the idea of having two Showa Godzillas, but with different stand points. Godzilla 64 (Since we're talking about a destructive force, then it'll be the one from Mothra vs. Godzilla not GTTHM), and Godzilla 73/75 (Hero) would be pretty cool to have. I support that.
Although the small difficult tick that I see is working in Anguirus, we have Goji 64 and Goji 73/75 but I guess he could work out as a unlock-able character. The arenas sound great, but make a small listing of them. That way, the rest of the budget goes to everything else.

Well if I remember correctly, Mr. Strange stated that one million bones could cover things for a full 3D game, but yeah that seems like a stretch unless the amount of time to reach that goal is very long to allow it to be pulled off.
I just did a re-figure today on the back of an envelope, and today I'm thinking $600,000 is about right. Putting the game on PC instead of consoles saves $300,000 easy. We could probably even do something for $300,000 - but that would be a pretty small roster. Then again, maybe a small roster to start - and more monsters added as people pay for the game - is a good way to structure it.
Matt, Chris, and I are all monitoring the threads (here and elsewhere) and figuring out a plan of action. We'll keep folks in the loop.
That does sound like a plan, I guess if it saves money then PC could do just fine if things seem impossible for a console release.
