Manda was frozen at the end of Atragon, right? I always assumed the horns were lost because of that, either from frostbite or something, or they were broken off due to careless handling when he was being transported to Monsterland.

And as for the whole dragon/sea serpent debate, I guess I'm on the fence; I've always considered him an aquatic dragon.

I subscribe to the theory of the horns being removed from the suit because of condition. The suit hadn't been in use for a few years.

Chinese dragons are associated with water and air. It was said they could bring rain or cause rivers to flood.

No, it's not.

Anguirus, Baragon, and Gorosaurus also all magically came back from the dead in DAM , and the writers didn't really care about that sort of continuity. The film was meant to be the ultimate send off for the Godzilla series, and I don't think they were concerned if any of those monsters were considered dead in what was already an extremely loose canon.
