I'd say 3:
1) Introduce Godzilla's Power
2) He encounters the other monster, small fight before its a stalemate (or something so they don kill each other just yet)
3)Final battle with monster.

I'd like multiple city attacks. It'd potentially drive up the budget some, but it would go a long way to conveying Godzilla's dominance over anyone's military power.

I'd love Seattle to get a good stomping but since it's not on the list I'll pick San Francisco.

Any major one of the west coast cause Godzilla should be in the Pacific. It leaves the option for a visit to Japan.

I picked San Fransisco, but I'd be cool with Seattle or Vancouver (the condo districts have so many sky scrappers).

Personally I'd really like to see Hawaii be a stomping ground. It has a multitude of sky scrappers and lush tropical setting. Its not near a major military presences (I think. At least in comparison to in land) that way a monster mash could go down uninterrupted (after the military is smashed out of the way).

Maybe some off course atomic breath hits one of the many active volcano's, decimating the Island. It would be a cool way to break up a monster fight.
