Actually, they're not worth the most. Cards that are current (as in, are in the current rotation and can be used legally in tournaments) and have the most use in decks are worth the most, regardless of whether they're holo or not.

yeah, the older cards are actually not worth much at all nowadays, aside from a few like Charizard and the shiny Pokemon from the Neo (Gold and Silver) sets. The newer cards are usually worth more until they're rotated out.
I ran a Pokemon league and played competitively for years up until the end of last year, so I was up on which cards were worth what. I'm not too sure on the current rotation though since it's changed again since then and I haven't had money or time to build a new deck or play. I just collect holos for my own amusement because I like them.
