It is. But MR said beforehand that several Pokemon would be given other generation moves if their 1st gen movepools were really shallow, like Dodrio and Muk. Charmander also falls under this category, and this, was given Metal Claw to help it against Brock's Onix.

Plus, Steel Types weren't around until 2nd Gen... Magnemite and Magneton were pure-electric until 2nd Gen... You coulf say that this is mroe based off FR/LG than R/B
