Problem is, that's hard to enforce. We used to have a similar rule for avatar and dimensions, but enforcing that was a headache. Disabling signature images is an absolute thing that doesn't require any additional moderation.
I might be open to a "no animated approach", although still am smitten by the idea of no images at all and just reading posts. If there is enough of an outcry, again, I will of course reconsider.

I think this might be a good time to mention that the "Dunce" feature actually won't be coming back. It has been replaced with a warning system that automatically goes away in 90 days after citation, assuming they don't get more warnings and are banned before that point.
