Rapping is no different from any kind of percussion instruments, really. They rely on rhythm and intensity for their effect. They're not melodic by any means, but they're not supposed to be. So I guess drums are just noise too.
Look, a lot of rap isn't good, but it's music. And there's plenty of good rap music out there anyway. Almost every genre from rock to pop to rap is dreadfully misrepresented on mainstream radio these days. There's plenty of excellent music in every genre; it just doesn't get much airplay because it's too deep for the dumb teenage girls to understand and enjoy. That's why we've got boy bands, Disney pop, and modern country. They're bland and meaningless. There's no message, which allows the listener to project whatever "meaning" they want onto them. They're a blank slate holding out a piece of chalk for you to write something.
