What Ive noticed about most flame wars, it based one a couple things..

1.) Some long term unnamed n00b will say something to provoke someone, just to cause the flaming - aka flaiming baiting.

or

2.) Newbs think theyre funny and go off on 1-2 page mock spam fests talking about derp a derp shit.

Make one of the mods an admin. For this admin to perform a ban, the mods must vote on whether the ban is worthy or not (or should be temporary, etc.).

There, problem solved.

Oh geez...arguing this same thing for 5 pages is getting old...The Admins are the two makers of the site, correct? Yes. A third would just be...no. Just give Mods temp bans and maybe -MAYBE- have a "King Moderator" that is on frequently enough to target meanies and ban them...temporarily or permanently.

We normally take votes on who to ban. Unless the person is Mike55, then we just tell Arbok and Vega what the new username is and once they get on in a few days they ban him.
