Dont be stupid. Heisei Godzilla and 2000 Godzilla are not connected. They have different timelines.

Godzilla Jr. does NOT become Godzilla 2000. The movies are completely separate. Even Toho themselves have said this.

But to bring back the entire Heisei concept and ideas would be a bad idea. The monsters are interesting, but I heard someone say that most of them are a one time deal and they really can't appear again unless the movie follows those circumstances. It is a possibility to change the origins though...
