I'd imagine it to be a completely stand alone movie, with Godzilla basically portrayed as he is in GMK- a force of pure malevolent ferocity. At the beginning I'd have Godzilla just appear on the coasts of Kagoshima to the south of Japan and slowly travelling along the islands and cities on a North-Eastly route, devastating everything in a cold and methodical way, and with nothing able to oppose him. From here I'd probably include the subplot of scientific team sent to check where Godzilla came from to discover a completely radiated island, with evidence to support the fact that Godzilla was lying dormant just a mile from the coast while inside a mountain they uncover yet another sleeping leviathon...
I can imagine the battle with Kong as the complete underdog all the way through having to constantly rethink his stratagy and make use of guerilla tactics (no pun intended) to even slow the Big G down!! I can see Kong charging, leaping onto the side of buildings and using his huge size and momentum to twist said structures from their foundations, sending them plummeting down onto a surprised Godzilla...
Could be cool visually...
