Does the GMK Joke make Godzilla 98 canon to Toho Films?
I'm sure we're all familiar with the jab at the American Remake in GMK where Taizo talks about the attack on New York in 98 and the students debating if it was Godzilla. And sure it's meant to be funny, but it's also the only other instance of a monster attack in that films timeline aside from Godzilla's original attack in 54. That being the only other giant monster event, and the date and place matching up to Godzilla 98's events, does this officially connect the remake into a Toho accepted Canon? Granted, its' a Millinium film and most of the films of the era have their own individual timelines, so it's not the same as being connected to a Showa or Heisei connected film, but it's still a Toho made and produced product.
Personally, and I'm expecting to be one of the few or maybe the only one, but I consider this to offcially connect the remake to a Toho timeline and make it cannon to one of the Toho Universes.

Maybe. You don't hear any explicit details though. Maybe GINO did attack NY in GMK but I doubt it went down exactly as it did in the movie.

Yes.
Doesn't matter if it was meant as a throwaway joke: they directly referenced the movie, therefore some version of it is canon (as CopperyDock said, it doesn't need to have been exactly like the '98 movie). We can hate on the movie as much as we want, but that doesn't stop it from being de facto canon with (of all things, really) GMK.

I'd say only to the GMK universe, since GMK was one of the many reboots in the Millenium series, and to the Final Wars canon (for obvious reasons).

When making G98, Devlin and Emmerich repeatedly said they were treating their film as if it were the first Godzilla movie with no connection to any of the Toho films. G98 is supposed to be set in the "real world" and there had never been a giant monster attack before the events shown in that film. And the name "Gojira" was taken from a old Japanese legend, not a real creature that attacked Japan in 1954.
In the GMK timeline, the events of the original GODZILLA happened... that alone means the world depicted in G98 isn't part of this timeline. Godzilla has not been seen since 1954, but other giant monsters have appeared in the decades since. The public perception of Godzilla is a big reptilian creature, so any other monsters that fit that bill were sometimes confused with Godzilla (this happens in GMK with Baragon). The joke in GMK is that one of these "fake Godzillas" attacked New York at the turn of the Millennium and the Americans thought it was the real thing.

In the sole universe of GMK, yeah, obviously by the dialogue SOMETHING attacked NEw York at around the same time that was confused for Godzilla by Americans. I'll just take it at that and move on.
But to say is it canon to Toho films in a generalized sense, absolutely not. Hell, more than half of the Godzilla films themselves may or may not be canon depending on the circumstance, and CLEARLY non-kaiju Toho films aren't set in the same universe.

To me it was just another shot at the 98 film saying ''It sucked, It wasn't Godzilla, Americans don't know what the hell there talking about'' lol

So is Godzilla 98 completely canon to GFW?
I always assumed it was canon in three universes
One where it continued into the Animated Series
A second that continued into GMK, but possibly also included the Animated Series
and a third which lead into GFW, or Toho just used the monster while the film isn't canon.
