Well, he almost was, actually. Concept art exists of various designs for a Heisei Anguirus. I'll see if I can dig up the photo.

Those images have been posted here in the past; I think it was Daikamonohashi who had them, though I could be wrong...

There ya go fellers.

The one on the far left is not actually an Anguirus design though. This is what somebody who's on "the inside" said on my Facebook about a year ago.

"The caption actually says that the two right sketches are from the proposed GODZILLA VS. GHOST GODZILLA. The sketch on the left is for an evolving creature called "Barubaroi", which has a split-back plate like Angilas (it doesn't identify which film this was designed for)."

The first one looks like a giant dragonfly, but the rest of them look okay. Does anybody else find Final Wars Anguirus to be "Heisei" like?

As was stated by Goji, the first one is not a design of Anguirus but an unused bug monster called "Barubaroi". Only the middle and right pictures are Anguirus redesigns. As for the question at hand, yes the GFW design does scream Heisei to me.

Yeah i notice that, what i meant was it's looks like a lost design to megaguirus.

The middle design is weird, but not terrible. I like how it doesn't look like a guy crawling around on his hands and knees. The design on the right is pretty solid, if super similar to the Showa suit. I really don't understand why his shell is flipped up like that though...

Barubaroi looks a lot more interesting than Megaguirus*.

*Funny side note, before I saw the movie, I thought Megaguirus was some kind of mutated/upgraded version of Anguirus, since both monster's names end with "guirus."

The split back-plates are extremely reminiscent of publicity photos from GODZILLA RAIDS AGAIN.

I have a mixed opinion on the spilt back. It is certainly original, but it looks a bit awkward.

Yeah, it was only on the original maquette(s) of Anguirus for that film, but was (thankfully) dropped once the suit was built. Why they considered it again for the 90's is beyond me.

He didn't. That was only in the publicity shots, thankfully.
