If so, can we go with Central Diamond City? I mean that is the city in my stories but, it's just the name and look. It's not canon to any of my works.

Well, that person wouldn't be out in the limelight. They'd be using connections, phone calls, whatever they could to get their victims together without letting it be known "Hey guys, I'm the Big Bad!" Because then way too much attention on them, and so on.

But once heroes begin returning in the limelight, so too will the other villains who hid away those forced underground for various reasons.

I think the idea was that the puppet master guy and the veteran hero's messages and signs brings the group together. It would be an enigma, I guess, but I'd imagine it would become a thing pretty early.

And, yes, I do like the idea of villains coming out of hiding when the heroes do.

If I recall, it's a coastal city.
I like the idea of setting it in a coastal city and it seems like others do as well, judging from the mention of beach towns. In the case of this, I think was decided, there would be woodlands and some smaller settlements some distance away from it.

Which I am not sure meshes with the idea of the city.

I dunno, here in the west coast, we have HUGE cities with woodlands and stuff only a ways away. Not really unreasonable to say that's the case here.

Sorry, wasn't clear enough. I think a city with woodlands only a relatively short distance away is plausible but because it is named after a previous creation, I don't know if those who made Central Diamond City would approve of it being one of those cities.

I just don't want any problems to spring from the decision to make it a Bostonian/Philadelphian/Chicagoan city named Central Diamond City.

Time-period, I assume an alternate history modern day kind of thing. Maybe 5-10 years in the future if someone wants a slight futuristic touch.

I guess I can bring this up...

A few films this year have involved conflicts between superheroes that result in fights between them. Should these at any point be allowed in the RP, or are they merely useless distractions?

Yes, that might be a good idea. I think our time period should be around modern times in the 2010s decade, like 2016-2020. With this being an alternate timeline, maybe integrate some "retro" touches.

My character is one that is inspired by Batman. He is a nighttime vigilante with no real superpowers, but goes around wearing a bullet proof helmet, costume and cape. His gadgets are restricted to his arms, with two gauntlets allowing him to cling to certain types of walls, but not all. Cables allowing him to get to the top of roofs are on his upper arms, under the idea that he would not be helpless if his gauntlets got taken off or damaged. His fighting technique is sloppy and unreliable and he is restricted by being merely a human, relying only on armor to not get killed during his first day.

Also, he's under confident, which can affect his performance. He's young and not fully prepared. The guy's not exactly a legend. Calls himself the Raider.

I might work in a character with super strength and durability, and not much else. Kind of hard to keep themselves from accidentally crushing something, and this is an improvement from when the powers first manifested. Far more self confident than the guy above, but that can serve as a disadvantage. Can stand there and brag, putting them in danger of getting overwhelmed. Also dodgy in the morals, killing people bothers the character but not enough that there is a no killing policy.

Sort of "I am so strong, it's hard to not kill people. So what if I look dangerous? They're bad guys!" I haven't decided the character's gender. I'm thinking female.

I think conflict between meta humans who aren't strictly on opposite sides of the boards should definitely be a thing. But it should feel natural. We don't want to overdo it.
