Biollante is scaled to 50 meters and 60,000 tons. While technically immortal and able to dissolve into glowing pollen, being forced to do so is considered a defeat. Biollante is not considered to have access to water; roots are planted in the ground, and Biollante is stationary.

Manda

Manda is considered to be the version from Atragon, retaining a 150 meter length, but averaging the Showa weights to an amalgam 25,000 tons. He behaves as if he is underwater, even when on land, in terms of mobility and durability.

Arena: Edge of park, bordering an urban area.

Again, Manda won't like getting acid injected into it.

Biollante (Rose Form), She has the reach, strength, and firepower advantage and will take this nicely.

Biollante Manda can't really constrict something like Biollante and all its other tactics won't do it much good when being stabbed and sprayed with acid.

Shockingly, a large snake cannot end Biollante (Rose Form)'s reign of stationary terror. Perhaps a caterpillar will fare better?
