Something regarding the Monster Zero dub

I was just watching Godzilla vs Monster Zero... still am actually, and I noticed something that caught me by surprise. The inventor, whatever his name was again, sounds almost exactly like Kermit the Frog. What the shreeonk? I must be mistaken, but I don't know for sure, so I thought I would post my question here.

Was the man who voiced Kermit the same man who voiced the inventor in Monster Zero for this particular dub track? Or is it just a coincidence?

I don't think Jim Henson was even alive yet.

Jim Henson was born in 1936, so he was most certainly alive... but no, he did not do the dubbing for Invasion of Astro-Monster.

Personally speaking, I don't think the lead sounds like Kermit much at all either.
