You mean the occupation? That was gone by the time Godzilla was made. That's why it's so ballsy. Right when they could do it they made an anti-war movie (albeit with a giant dinosaur).

Remember the part where the pilots meet up at a seemingly uninhibited island? That's Act 1 easily. How cool would it be if they were stranded there for 1/3 of the movie? Imagine having to survive on an island teeming with giant monsters. Having both male characters in love with the same girl would've made the drama better, too.
Then Act 2 comes. The pilots escape and try to warn the rest of the world. The problem? The monsters have left the island! City destruction ensues as the pilots struggle to get their loved ones to safety.
At last we arrive to Act 3. Osaka has been leveled. Godzilla is the only survivor. In response, the government lures the beast to a place where they hope to bury him alive or something. The pilots from before, now celebrities after doing many heroic things in Act 2, agree to help. One of them dies but their sacrifice is not in vain. The nation mourns the deaths of the innocent and the passing of a hero, the surviving pilot finds peace, and it's implied this icy prison won't hold Godzilla forever...
