Correct, however, MGII was the 40th anniversary film. The Heisei Godzillas were released in December and played into the new year, which is why all the advance trailers and artwork have '94 (in the case of MGII) on them. Also the posters and trailers carry a 40th anniversary logo.

I'm honestly surprised that Mogera wasn't considered to be part of the movie. I feel like it could have been guard dog of the base like Maguma.

I would have like to see Toho splice Ebidrah into the film even if it was a cameo like Varan and Baragon so we know he is living there. As for Maguma he could have had a cameo as well or played second fiddle to Angurius. Adding him to DAM and then to Gigan and MechaGodzilla would have been fun. I could see him going to Japan and then returning for Godzilla and Angurius and then later he calls Godzilla and Angurius for help against MechaG later.
