Despite Gipsy's potent weapons and fighting skill, I'm tempted to lean Gipsy here. The coolant trick used to destroy Otachi's tail can be used here as well, and we know the Warbats are not the most durable of kaiju. Gipsy just has to worry about getting too damaged, as she herself isn't all that durable either, but she should have the fighting skills and capacity to handle the two flying cobras.

Gipsy should take it, her swords should be able to hack through them with ease, and the coolant trick will be efficient to deal with one if it constricts her. Gipsy should be able to survive being constricted, Kong was in much greater danger of being suffocated by the wing than by the actual snake, which tells me the Warbats don’t have the strongest coils.

Gipsy, hands down. Warbats aren't anything that the plasma cannon and sword won't take care of. She's handled far more dangerous.
