I want to side with Jiger, even with two Manda, Jiger has an unreasonably wide range of attacks. But then again if they can coil around her, then they can incapacitate her, but I feel like one one would have to take the sting of Jiger's tail. Going with Jiger!

I go with Jiger as well. The two Mandas will need to get in close, and Jiger has effective distance weapons. Even if they get a hold on Jiger, Jiger has that tail sting that could take out at least one of them.

Taking the area into consideration, I'd side with the Mandas. They'll be far more maneuverable at sea and should be able to overwhelm Jiger. It's also unclear if the needles or stinger will be able to pierce their scales: Showa Gamera was never very durable compared to Toho monsters, but the Mandas have very little durability feats.
