Verdict: Gonna side with Junior for his Atomic Ray, durability, and regeneration. The Sea Feilong's flight and lightning beam might be problematic, but I could see Junior taking the Grimm down with enough Atomic Rays.

The Sea Feilong's armor got pierced by Gambol Shroud and had its lightning blast (which proved really ineffective) redirected by Sun and his Via Sun clones. If two teenage Huntsmen-in-training and a cruise ship can almost perfectly recreate Jaws: the Revenge, Godzilla Junior should have little to no problem at all. Locked for one-sidedness.
