Pretty sure that's implying electricity. Never heard of voltage being used as a measurement for anything else. But then again, science has never been one of my strongest areas.
Also, to put things in perspective, modern high-voltage power lines carry at least 100k volts. Showa Masers were pretty crappy, apparently. This also means that, even in the SINGLE film where Godzilla actually had a weakness to electricity out of plot convenience, he had greater resistance to it than Gaira did, as he merely shied away from power lines when he came in contact with them instead of actually being significantly affected by them. Furthermore, the Artificial Lightning Generators in MvsG apparently put out 3 million volts according to their bio on TK, and Godzilla withstood them for a time. Granted, there is a bit of a discrepancy here: there was a voltage meter shown during the scene that showed the power being around 200 kV before jumping up to at least 350 kV after the order was given to increase the power, which resulted in them overloading shortly afterward. Regardless of which you take as the truer reading of their power, the fact of the matter is that the power of the ALGs substantially outstrips that of the maser tanks, and Godzilla not only wasn't immediately affected by them, but he also immediately recovered from them and retaliated once they overloaded. This suggests their effects on him were more akin to being tased (i.e. loss of muscle control due to electrical stimulation), rather than actually being harmed as Gaira was by the masers and electrified lake. Obviously the fact that Gaira is less than half Godzilla's size factors into him being more vulnerable in general as well, but it's all still worth noting.
Now to bring this back around to the match, Gabara's electricity was able to immediately subdue Godzilla, which means that his output is even higher than the ALGs even if you assume Godzilla was indeed just as relatively weak to electricity at that point as he was earlier in the series. That really doesn't bode well for Gaira here. Now that being said, it'll still be a good match because Gabara seems content to hold off on using his electricity somewhat when he's fighting an actual opponent and not just bullying smaller monsters. But when he finally DOES use it, Gaira is going to be in for a very bad time.
