It would be music. You have the rhyme scheme and so on, and you have the accompaniment of Stairway. Musical notes. A legit composition. It would be music. It wouldn't be particularly original, artistic or good music (unless it's Yoko Ono or someone listening, one of those avant-garde types), but it would be music. Shit, at the least, rap is advanced beat poetry. To me, music is really just sound that makes use of and relies on rhythm and/or tonality for its effect. Whether it's any good is an entirely different matter. Same goes for whether it's art (though trying to argue the artistic merit of something never really seemed to have any point to me). Rapping is to vocal music what a drumset is to instrumental music: It's percussion. It's purely rhythmic. And just as some drummers are amazing while others suck ass, some rappers can put real soul and passion into a song and create a true masterpiece while others just talk about bling, 40s, blunts, cars and bitches over and over and over. No genre is completely consistent in its quality, so saying all rap is completely awful is beyond the reasonable limits of stupidity or ignorance. Making generalizations doesn't really tend to be a good way of looking at the world; I myself made assumptions similar to yours once about not just rap, but popular music in general. Then I actually stopped for a moment to listen. I recommend doing the same; it might not change your mind, but at least you'd have given it a fair shake. I could even recommend a few rappers to start with.
