Those exceptions were when the user in question is unable to access their old account, which isn't the case here.

Gah - thanks for the response.

I came down with a sudden case of sick and been to busy being grand central station of mucus.

This is correct though. The only exceptions were people who could not access their accounts or were on the probation system.
