The toy is the Tokyo Vinyl Godzilla by Bandai. (Sometimes it's called Urban Vinyl or just "Super Deformed")

does that thing have mouth articulation??

No real mouth articulation. I thought it was going to, with the jaw so clearly being on a hinge, but I had to fight it to even get the most minimal of movement.
