This should be a neat melee fight. Silvergon is a brute of a monster, but he's not too bright, and he has a sight handicap. Rodan, despite his size, was pretty much a match for Godzilla; Silvergon also lacks a beam weapon, giving Rodan a slight advantage. However, I think Rodan lacks the ability to inflict critical injury.
I think this is a fairly balanced fight overall. Silvergon 5/10, Rodan 5/10.

Silvergon wins. He's just too durable for Rodan to do any significant damage. Plus if Silvergon gets ahold of Rodan, he's gonna tear out Rodan's throat, and seeing how narrow Rodan's neck is, he might bite off his head.

Fire Rodan would only have slightly greater chances at winning this. Then again, since his UH beam is on par with Heisei Godzilla's Atomic Ray, his beam weapon might do damage to Silvagon.

Regular Rodan can peck and scratch all he wants, but Silvergon's hide is virtually impenetrable. UM's physical blows didn't do much harm until he went powered, and Rodan doesn't have that ability. Add the fact that Rodan has no beam, and Rodan just can't hurt Silvergon. Rodan does have the advantage of flight, but when Silvergon gets his claws on Rodan, it's going to be a world of hurt for the pterasaur.

His best chance would be to attack Silvergon like he did Godzilla, using dive bombs and coming at him from the back. But Rodan still can't do any serious harm to Silvergon.
