The Rainbow Ray is only useful at very long distances because it arcs. Barugon can't hit something near himself with it.

In the Japanese version of Gamera vs. Barugon, the humans make a giant mirror and get Barugon to summon the rainbow. It came back and hit Barugon, but did not do much to him. The point I'm trying to make is that he can control the trajectory of the arch, and he wasn't really far from the mirror.

On topic, Barugon has this. Barugon is reptilian, so anything icy can shock him. I don't think the rainbow will be useful, but the ice spray probably would be the deciding factor.
