VERDICT:
After some thought, I think Tiga can take the win. He's shown his attacks are powerful enough to destroy Ultramen of questionable power with one shot of his signature attacks. Mebius will give him hell, but eventually I think Tiga will go into Power Mode and I think that will be enough to take care of Mebius. If Mebius brings his Mebium Blade into the mix, I see that being a major game changer. Most likely, the first to be hit by a signature attack will be the loser.

Which doesn't matter in FM's. Cause FM's are usually a "what if" battle 9 times out of 10.

Oh and there's always mind control. Bad guys love using mind control to turn good guys against each other.

If Mebius can go Burning Brave, he will win. Otherwise, he's plain too reliant on GUYS to win his own battles. Only a few monsters have required help for Tiga to win. Mebius needed help for nearly every one.
