Uhh, are the flame shots lethal if shot multiple times? If so then the dragon may stand a chance.

Agreed. Dragon has fire shots, which is the only difference between them. Dragon will win

On topic: Manda. Dragon's non-lethal attacks don't really matter considering the non-lethality of them.
