Except when they changed it for Black and White. Sure, you still have the eight gyms and Elite Four, but the characters are actually involved in the story... Not like Blue, who was just there every once in a while to be an asshole, or like Silver, who was just a flanderized Blue, or May/Brendan and Wally who were both rather shitty as "rivals", but more like Barry, who actually does important stuff. They evolve as characters, as well, and it's a visible process, rather than just "Hey! You're late! That's one million dollars!" to "That Pokémon... it makes me sad."
You still have your evil team, yes, but Team Plasma was developed far beyond anything Team Rocket, Aqua, Magma, or Galactic got. They were a legitimate organization that was a legitimate threat, not just making vague plans to take over the world. They, as well, had developed characters. Ghetsis was a manipulative bastard with depth unseen since Pokémon Special's version of Lance. And N himself is probably the deepest character in all the games.
You still have your Professor, but she's a woman and she appears more than twice. She does stuff, as well. Rowan had plot importance, but nothing near Juniper's level.
The Gym Leaders have their own personalities, too. Some people might hate Iris, but she's got waaaaay more personality than Misty, Brock, Erika, and Lt. Surge put together. And they appear more than once.
Then there's the actual plot revolving around the legendary Pokémon. In G/S, Lugia and Ho-oh weren't required. In HG/SS they were just kinda tacked onto the end there. RSE had a general idea, but failed in the execution, because they were, much like HG/SS, an asspull. DPPt were better than RSE, but Dialga, Palkia, and Giratina fared little better in their plot treatment than Groudon and Kyogre. In BW, rather, the entire plot is built around Reshiram and Zekrom, with a heavy buildup to their second battle in the Team Plasma castle. That's more than you can say for any of the others.
Basically... Black and White had twice the plot of Platinum, which had twice the plot of Diamond and Pearl, and so on. Plot was never an important issue in the earlier games. It was given just as much attention in Black and White as the battling system. I'm not hating on the older games, don't get me wrong, but it is, in my opinion, ridiculous to say that Black and White were a step backwards just because they missed some conveniences given to us in HeartGold and SoulSilver. There's a reason they were rated so high.
I'm not saying you can't dislike them compared to the others, though. But there's nothing important there that wasn't improved.
