And implants bombs into living people. And holds two boats full of people hostage. And slams a man's eye onto a pencil. And orchestrates several successful bank robberies with high death counts (including his own men). Saying he's boring completely undermines the viciousness this incarnation of the character has.

While Nolan's Joker didn't have many moments where he started laughing uncontrollably, in exchange, I think we got a Joker who actually told funny dark humor jokes. Most Joker's told ironically funny jokes or just bad jokes that only he got. Nolan's Joker, on the other hand, was able to tell jokes that were funny to the audience and weren't funny just because they're ironic. Such as the "Try outs" bit following his "Why so serious?" monologue, or just about anything involving the dogs. Hell, even the pencil through the eye is pretty funny.
