It doesn't happen often with this game, though. Getting a duplicate or two maybe every other box is common, but I don't remember ever seeing it this bad. Still, you're most likely right.

He does kinda have a point though, getting shit you don't want from lootboxes just means they're working as intended. With Overwatch specifically I remember getting a shit ton of duplicates of boring sprays and voice lines and I didn't even really play the game that much.

The OW devs did mention significantly lowering the duplicate drop rates but I've still seen people since then who get a few boxes full of them.

So yes, it's working as intended just not in JAG's favor.

Yeah, the sprays are stupid. There are way too many of those. Voice lines are a little better, though, IMO. They're fun to spam during actual gameplay, like you get a kill and then have Reaper say "Next" or Mei say "Ouch! Are you okay?"

Reminds me of the time someone got "offended" over a joke I made about two film companies. I was sitting there thinking "holy cow dude it was a joke, lighten the fuck up. It was meant to make people laugh, not offend. Are you're really gonna get offended on behalf some film companies who don't know you exist? They probably would have shrugged off the joke if they saw it."
