Have body type (moveset binding):
Quadraped
Biped
Flying
Snake/worm
Skin:
Reptile
Insect
Mech
Alien
Then a large selection of plain heads, necks, bodies, arms, legs, wings, tails, spines then add some color and movesets.
If we had to go this route, it would be the most fun than playing some other random premade unknown monsters.

How is it out of possibility? There are plenty of games with create a character mode. And there isn't even a budget yet...

If anything, it require a lot more work than creating characters that have set boundaries/move sets, because I figure you have more control over how it all works in conjunction with one another when you do it that way.
