Hey, this kind of reminds me of the "Quality vs Quantity" thread a while back where we came up with our ideal 10-12 monster cast. With that in mind, here's the 12 I threw out then. I'm also assuming that for budget reasons, only one version of each monster would be allowed, so I've included my picks for that as well:

That's my cast of 30. I'm sure having a numbered limit might seem arbitrary to some, but I think that's what makes threads like these interesting. I doubt a lot of people would agree with my inclusion of Minya over say, Gorosaurus or Varan, or the fact that I only have one version of each monster, but hey, that's how I roll.
I take a number of factors into account when I put together a monster list: importance to the franchise/genre, design variety, play mechanics variety, and historical variety. What can I say, I like variety. It's interesting to note that using these guidelines, a few monsters I'm not really crazy about made the cut: namely Megaguirus and Orga. But compared to the rest of my cast they're pretty unique, and Orga especially is kind of a big deal, being Godzilla's sparring partner in G2K, the last Godzilla movie to get a theatrical release here in the States. And while I'm not a fan of Megaguirus' movie, without Battra, she fills a pretty unique niche. I don't know, this list might evolve still.... I'd really like Gezora, Gorosaurus and Larva Mothra to make this list. I could see Kamacuras or Oodako (sadly) getting the ax for one of them.
That's right, Larva Mothra as a separate character. It's part of my philosophy of having ONE version of every character. If I remember correctly, Mothra never has transformed mid-battle, usually it takes a little while. So how can Larva Mothra and Minya go toe-to-toe with heavy hitters like Hedorah and Mechagodzilla? Well, they can't! That's the upside of having a huge roster like this, you can be true to the movies and the monsters' strength and abilities.
It's also pretty clear that I have a bit of a pro-Showa bias. Who can blame me? It's Godzilla's golden age for a reason. I didn't ALWAYS opt for the Showa version of a monster though, if later suits look better or have a more iconic design, or in Rodan's case feature a cool new power or two on top of my favorite design, that's what I chose.
So where's Toho Kong? KKvG is one of my favorite movies in the series, but if Toho couldn't afford the rights to the 8th Wonder of the World for a big anniversary movie, I can't realistically expect some video game company to be able to swing it, either.
EDIT: Re-reading the lists so far (including mine) I'm realizing two things: 1. I like the idea of including Mothra Leo. His movies are borderline unwatchable garbage, but they are a part of Toho's monster history, did decent at the box office (if I remember correctly) and he's a great looking variation on the classic Mothra design, with a surprisingly different set of abilities. 2. Gaira/Sanda and Frankenstein, while I love them all, would play very similarly and are even from the same psuedo-series. I'm not sure who I'm going to drop, but I do know Mothra Larva gets in before Leo.
I also find myself making the painful realization that Oodako, as much as I love him, is really just an aquatic variation of Kumonga. I even took the liberty of assigning him a cool ink-spitting attack in my head to justify his spot in the game. But ultimately Kumonga not only has a slightly greater role in the Godzilla series, but more personality too. It's ridiculous how tough these choices are.
