Bagan probably would have been no better or worse than any of the other kaiju introduced in the Hesei era if he got his film. Slightly goofier than you'd expect despite the affecations to seriousness because the Hesei era is less self aware than its Showa counterpart and not as dynamic in actual combat as kaiju made after the Hesei series ended, but with his own charm all the same. That being said like most of the original Hesei and Milennium era kaiju he'd probably be a one off at the end of the day. Only Kaiju that can trace their origins to the Showa era have ever gotten the benefit of being adapted and readapted into countless forms and films; the old boy's club of Toho's monster roster.
On the other hand, we're starting to approach the point where the Hesei era Godzilla filmsare as old to us as the Showa era were to them so maybe in an alternate universe where Godzilla got movies between Godzilla Returns and Godzilla vs Biollante and didn't take 1990 off Bagan might be looked at as a candidate for a nostalgia fuelled return the way King Ghidorah was in 1991. But that'd be because he'd be old as dirt the same way Ghidorah was back then.
