I have not seen anything in a movie that gives Godzilla a distinct personality. We see him doing this action and this action, but we never really see any of his narrative, ergo, we never see him giving us a personality. The personality bestowed upon Godzilla, even with these quirky actions here and there, is mostly given to him by us. We perceive Godzilla in such away and each perception can be different.
Hell, you even see this in the movies. On character sees Godzilla as a monster that needs to be killed while another sees him as an animal that is just trying to live his life. Based upon these views, the actions of Godzilla will be seen in two separate ways by the characters.
And the scant amount of dialog given to Godzilla in both Ghidorah and Gigan? That's not enough to merit some type of personality. If it is, it's an extremely flat personality and shouldn't even be considered.
