Deliberately film it with the shutterspeed of the silent film era to get that missing frame style of motion. Colored in sepia tone.
Set it in the 20's.
You can still have human characters, in fact they are necessary. But instead of the usual protagonist story you have to really completely on reactions and visuals.
Just an interesting idea. It might come off as a having a HP Lovecraft vibe, maybe just because of the era. I guess the 1925 Lost World would be a point of reference.

Have the main fight being Godzilla and the enemy monster arguing while drinking tea and wearing fedoras, with the entire dialogue consisting of written roars in dialogue screens. Boom, kino material.
