Between the two I have to go with GINO. I cringe more when I watch GINO than Final Wars. Mainly because of Broderick.

You say that as if it's even possible to make a fair comparison between the two. There is nobody here who is unbiased in one direction or the other, and usually for trivial reasons, myself included.

This has nothing to do with the merits of practical effects vs. CGI, but even within their own standards and industries, GODZILLA '98 is objectively better on the SFX front than Final Wars. G98 was top-of-the-line for its time and manages to still look convincing even on HD transfers. Final Wars, on the other hand, like all Millenium Godzilla films, still fails to meet a suitmation standard set in 1999 and the CGI effects it does employ are pretty abysmal.

Ever heard of the movie, Behemoth? It's an Asylum film. I watched it expecting a monster to destroy an entire town. But, I was disappointed. The monster died even easier than Godzilla 98 EVER did. They shot a single missile down it's mouth. It was such a disappointment. The monster didn't do anything until the very end. It didn't do much then either.

Though to be fair, it had a cool design.
