Because through most of the film timeline up until recent years, tiger roars were used for animals like lions and bears, a good example being The Lion King. Plus I think I heard somewhere that lion roars were recorded for a long time.

I wonder if any future kaiju will have any kind of animal sounds, like a tiger or elephant roar, or perhaps they'll be made with instruments or original SFX.
